E 'analysis that leads to a conclusion can hardly be disputed: it is indeed heavy cuts, in light of the current needs of the country, which will lead inevitably to a reduction of social services by municipalities and an increase in fees to the expense borne by users. In other words, when they would need more resources to devote to the social sector, to compensate for a severe economic crisis, these resources are reduced, helping to exacerbate the effects of the crisis on Italian families more fragile.
After cutting more than half a billion euro from the financial work for 2009, continues with the Budget Law for 2010, cutting funds for social granted to regions and municipalities.
The measure in question, first of all, no longer provides financing (in 2009 were EUR 100 million) for the Extraordinary Plan Services Socio-educational early childhood, which was decisive in developing the provision of childcare facilities in Italy. After much talk, therefore, policies to help families, he spoke negatively about one of the few funds are able to act effectively in supporting those families where both parents work.
Again, then, the most significant cut of the budget for 2010 hits the mainstay of society, constituted by the National Fund for Social Policies, continuously reduced in recent years - in part allocated to the regions - up to the current 171 million. In this case the cut is 299 million, ie two thirds of the loan.
This is a very heavy deduction that could be offset by an equal amount of fund recently established by Article 9 bis of Law Decree 78/09 (converted into Law 102/09). This rule, in anticipation of the implementation of measures relating to implementation of a system of fiscal federalism, allocates € 300 million "for the social activities of regional relevance," in order to ensure the protection of fundamental social rights and benefits on throughout the country. The conditional is necessary because the standard is very new and its wording still leaves several questions unresolved. In fact, in the terms of allotment of the fund, it says that it will refer to the 'amount income accruing to the regions and autonomous provinces, including those relating to the [...] cost to government revenue taxes, to such an extent as to ensure available funds totaling at least 300 million euro per year and, anyway, without new or higher charges for public finance [emphasis the author, editor's note]. " What do these words? Perhaps in the face of this funding will be dedicated to the social cost reductions in the shares of the regional state representative?

Sorry to finally be noted that in a moment of crisis like this job and difficulties of families, the National Fund for supporting access to Homes for Rent (Law 431/98) hit a record low, recording a further reduction of 18 million euro, that is, stopping to 144 million (in 2000 were well 362). With these resources - it should be noted - the local authorities help the poorest families pay the rent. The steady reduction in funding, thus, does not that make it even heavier a situation where, especially in metropolitan areas, the number of applications for assistance to increase over time and, in parallel, the steady decrease in coverage of the contribution.
Overall, therefore, the resources for the social state which shall be paid to the regions in 2010 - and then through them to the municipalities - will decline by 117 million euro, 417 could become if the new fund "federal" does not have a destination that we expected.
These governmental decisions that go against the trend to the current needs of the country. As is known, in fact, most of these resources are allocated to municipalities that use them to finance social services. The overall result of these cuts in state funding for the social - that will add up dramatically to those of 2009 and 2008 - so bring a disruptive impact on social policies of Commons, with a reduction of social services and increased fees the charge to the user.
